Joshua Simpkins, a 16-year-old at a high school in Orlando, Florida, never thought what he wore was any of the government’s business.
“We bought our clothes the way we wanted them,” he said.
But now, Simpkins and thousands of other students in several states have one less style to choose from when they’re in school: sagging pants(低胯裤). If they wear them, they’ll be breaking the law (法律).
Florida and Arkansas have passed laws banning(禁止) the sagging pants fashion in schools. This means no more pants that sag below the waist (腰部), showing a few inches of underwear (内裤) or more.
Some people have begun to ask: “Can the government really tell you what to wear?”
The American Civil Liberties Union (ACLU) doesn’t think so.“If people want to dress like fools, that’s up to them,” says Courtney Bowie of the ACLU. “Why is it becoming a crime (罪行)?”
But schools are on the side of the law. They argue that they have a duty to teach what kind of behavior is good and what’s not, if students are going to work in society one day.
Gary Siplin, the state senator (参议员) behind Florida’s saggy-pants ban in schools, says that was his main concern. “My mom always taught me that the first impression is a lasting impression,” he says.
The Arkansas Education Association, the state’s teacher’s union, supports the ban, too.“We feel it can improve the learning environment in schools,” says Donna Morey, the group’s president. “Anything that might distract (使分心) students – like people’s underwear showing – we want to keep out of the way.”
              (1) What was the government’s law about?

              A. About schools’ teaching plans.
              B. About teachers’ behavior.
              C. About schools’ courses.
              D. About what students should wear.
              (2) The underlined word means “_____”.

              A. worry B. choice C. reason D. purpose
              (3) Which of the following is Donna Morey’s opinion?

              A. Schools must teach students good behaviors.
              B. The first impression is a lasting impression.
              C. Wearing saggy-pants makes students look energetic.
              D. The law can improve the learning environment in schools.

Wuhan was hit by the heaviest rainstorm this year. More than 7,000 houses have been destroyed or damaged and 151,900 hectares(公顷)of crops have been affected. Economic losses are estimated at about 684 million yuan, according to the local authorities.

Though Wuhan is a city beside the Yangtze River, the water level of the river increases and even becomes higher than the city whenever it meets heavy rainstorm. If the lakes can't contain all of the rain water, many streets and low areas will be flooded. As a result, the traffic was cut off, some buildings fell off, dozens of living buildings were flooded in water and thousands of people had to move to other places or stayed in hotels. The function of lakes seemed more important than ever before.

But for a long time, Wuhan's history was a history of filling lakes. With rapid growth of population, more and more large lakes were filled up and became people's living areas. Nobody has realized the importance of the lakes. Early in the 50s of last century, there were a total of more than 120 lakes in the city. But now there are only about 40 lakes left. So how can 40 lakes contain as much water as 120 lakes can?

For this reason, people in Wuhan are seeking to make room for lakes. Just as an expert said, “If we haven't filled up so many lakes, we wouldn't have suffered such serious disasters. ”This awareness comes a bit late, but it is better late than never. We must pay more attention to our environment protection and take measures to protect it from now on.

In fact, the rainstorms also hit many other places, such as Yueyang, Jiangsu, Chongqing and so on. All of us, especially our government should think over these problems. Which is more important, developing the economy or protecting the environment?
